Ms. Vanessa Mills is the co-founder and Chief Executive Officer of Empower “U”, Inc. Community Health Center. Ms. Mills offers an outstanding background in clinical nursing knowledge as well as practical knowledge of HIV/AIDS case management and the service delivery systems. Ms. Mills graduated from Barry University’s School of Nursing and Florida International University’s School of Public Health, with a concentration in the area of health education and promotion.
Ms. Mills, as a woman living with HIV infection has a deep personal desire and commitment to assist others in their fight against the stigma, denial, apathy, secrecy, and lack of education that continues to surround HIV infection in communities of color.
Ms. Mills has worked at MOVERS Inc. in the Case Management Program and at Williams, Stern & Associates coordinating the training of all Ryan White Title I Case Managers in Miami-Dade County. Ms. Mills is a former member of the Miami-Dade HIV/AIDS Partnership and is currently an active member of the Partnership’s Care and Treatment Committee. Dr. Maria Z. Nolasco-Warden is the Chief Medical Officer at Empower “U”, Inc. Community Health Center (EUCHC). Dr. Nolasco-Warden received her B.S. from the University of Puerto Rico, her M.P.H from Florida International University, and her M.D. from Autonomous University Santo Domingo. Dr. Nolasco-Warden worked as the Chief Medical Physician at Centro Medicina Familiar in Puerto Rico before relocating to Miami becoming supervising doctor at Women’s Health Practice with the Miami- Dade County Health Department. After a 9 year career as a supervisor there, Dr. Nolasco-Warden accepted the position at EUCHC and has been here since 2013. Dr. Nolasco-Warden is honored to lead the medical staff providing quality healthcare to our diverse community.
Dr. Nolasco-Warden is an enthusiastic tennis fan and a team member of the first Breast Cancer Survivor Dragon Boating Team. Dr. Nolasco-Warden loves cooking her homemade Puerto Rican special delicacies, and has a smile and heart that warms every room she enters.

Mrs. Christine Stroy-Martin has over fifteen years of administrative and fiscal management experience in not-for-profit, AIDS service organizations. Mrs. Stroy-Martin worked in the HIV arena as staff support to Ryan White Title I Miami-Dade HIV Health Service Planning Council (now known as the Miami-Dade HIV/AIDS Partnership). While employed as the Programs Director at Food for Life Network, Ms. Stroy-Martin raised nearly a million dollars to feed people living with AIDS. In 2004, Mrs. Stroy-Martin co-founded Foot in the Door, Inc., a nonprofit a 501c3 organization that provides capacity building assistant to new and emerging nonprofit organization (e.g. assistance with grant writing, fiscal management, program development, Board development, program evaluation).
As the Director of Finance at Empower "U", Inc. Community Health Center for the last seven years, Mrs. Stroy-Martin has been in charge of all non-programmatic, administrative and development functions of the agency including fiscal management, contract management, human resources, fundraising and grant writing. During Mrs. Stroy-Martin tenure, the agency revenue increase from less than $150,000 to nearly $1.7 million.
Mrs. Stroy-Martin has also served as a member or officer of private and government boards, including serving as the Secretary of The Center for Positive Connections, the Chairperson of the Miami-Dade HIV/AIDS Partnership’s Implementation & Planning Committee for the HIV/AIDS Comprehensive Plan, Family Worship Center/Journey Church Ministry Leadership Board for five years.
Mrs. Stroy-Martin holds a Bachelor Degree in Public Administration from Florida International University, a Masters in Human Services, with a specialization in Non-Profit Management from Capella University and is currently pursuing a PhD in the same program. Joey Wynn made his career in HIV advocacy, education, and public policy working in a variety of public health settings for both HIV Patient Care and Prevention over the course of his 25 years in Florida. He was involved in the startup of the Ryan White Outpatient HIV Program at Mercy Hospital in Miami, Florida in 1993. His specialty is PowerPoint presentations, data analysis, and presenting with humor & passion!
He served 12 years (1996 – 2008) on Florida’s ADAP workgroup, and now serves for the past 9 years on the National Board for the ADAP Advocacy Association based in Washington D.C. (2009 – 2017). He is the Chair of the Consortia for Broward (SFAN), serving for over 13 years. He also served for 4 years as a member of the Florida Statewide Medicaid Advisory group. He has worked on various local, State, and Federal formulary panels and workgroups over the past 20 years.
Currently working at Empower "U", Inc. Community Health Center Miami Dade County’s newest FQHC as Community Relations Director, he is linking the agency with various partnerships to provide comprehensive services and referrals to one of the most impacted and hard to reach areas in Miami-Dade County. He oversees the Gilead funded PrEP program for Empower "U", Inc. working closely with the agency’s Mpowerment program and the Translluminati program as well as the outreach counseling and testing team, in conjunction with the routine testing grant also funded through Gilead Sciences.(786) 318-2337 x 128
